patchy fog out there, so take it easy as you head out and about. give yourself enough time on the roadways to put a lot of distance between you and the vehicle in front of you. we look at abc 2's most accurate planner right now, and temperature when you're waking up around 8:00, 32 degrees. lunchtime today we'll be at 40 and the clouds will begin to decrease as well, so we will get more sunshine in here. this 42 degrees for a high will feel more like the 30s as we go into the afternoon because of the wind. let's get a check now of the abc 2 time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. as you mentioned, the patchy fog is going to be a problem across the region, so you might want to use your low beams this morning. you will also want to watch out for a water main break right near the towson town center. it's right at the intersection of fairmount avenue and delaney valley road. lane blockages are possible. crews are there right -- crews are there right now fixing it. you will want to expect some delays in the area, but traffic, is skt in fact getting by. no problems to report on the jfx, nice and clear on the beltway to downtown to east fayette street.

if you are using 95 to get into the city, this is what it looks like at 395, traffic moving right along. no delays through the fort mchenry tunnel. harbor tunnel also going to be clear. you're taking a live look in parkville here at 695. no delays on the inner loop down to 95 and the outer loop just 11 minutes right now from 95 up to 83. the west side will remain clear. you're looking at just a seven- minute ride on the outer loop from 795 down to 70. megan and charley, over to you. we are following breaking news right now this morning out of owens mills. police are looking into what led to a homicide. one person is confirmed dead. authorities are calling this an active crime scene at this hour. they've been at the chase lee apartments since around midnight. right now they have no suspects in custody. police say the victim is a woman, but they have yet to give an identity on her. we're going to bring you a live report as soon as we get our crew tuned into owens mills. you can get updates on twitter and facebook. a major decision could be

coming out today regarding the boy scout's ban on openly gay leaders and troop leaders. linda stow is here with the latest details on this. linda, what are they saying about what the organization is expected to do? >>reporter: hopefully that decision will be coming out soon. it's why leaders got together this week in dallas. today the executive board wraps up three days of meetings on whether to lift that ban on gay members. the proposal would allow individual scout troops to decide how they want to address the issue. the organization's current policy came under fire last year when an ohio den leader was dismissed for being lesbian. in 2000 the supreme court ruled the boy scouts do have the constitutional right to withhold membership from people who are openly gay. those who support the ban say the organization is about upholding timeless family values. >> they're entitle today continue that policy if they choose to and if they don't, they're going to lose the heart and soul of their membership. >>reporter: even if the boy scouts decides to lift the ban, individual troops will still have the power to uphold it.

linda stow, abc 2 news. a teen is charged with raping another student inside the wild lake high school. howard county police arrested 17-year-old deshon jones at that school yesterday. he's currently being charged as an adult. police say jones and a 14-year- old student agreed to cut class and the two were walking down the hall when he allegedly grabbed her and pulled her into an empty room and then raped her. in just a few hours the jury will begin a third day of deliberations in the trial of a man accused of killing felicia barnes. yesterday the jury asked to watch a videotape of the -- from the state that they showed earlier in the trial. the state says michael johnson killed barnes, then put her body in a container and dumped it in the susquehanna river. his lawyers insist the state never proved a motive. stay with abc 2 news for continuing coverage. abc 2 news' brian cubeler has been in court since the trial started. you can always follow him on twitter and his handle it right there. he will let you know, we will let you know as soon as the

we have breaking news this morning out of fort lauderdale, florida. a rescue team is on the scene of a box truck hanging over an overpass. it happened at 5:00 this morning. one person rushed to the hospital, the condition not known at this time. the other person is

unresponsive in that truck. right now crews are using a rope to secure the vehicle and then pull it in from the ledge. a second car was involved in the crash, but no one inside that car was hurt. we'll have more for you on this at abc 2 and abc2news.com. this shot courtesy of wplg. it is 6:44. we're always bringing you what's new now and next, every single morning. thanks for joining us, i'm megan pringle. >> i'm charley crowson. let's get right to it with meteorologist lynette charles. cold day yesterday, but do we have a warmup coming? >> a slight warmup, yes, we will. temperatures are going to be above average pretty soon. today we'll be seasonable, but this morning we are talking about patchy fog. so we do have reduced visibility, only about five miles in baltimore and hagerstown coming in at eight. only about 2 1/2 in york and along the eastern shore this morning coming if at five. so take it easy as you head out and about on the roadways this morning. it will slowly but surely begin to burn off. westminster's temperature coming in at 28 degrees right now. the winds are calm. they will pick up as we go throughout the day. it's 31 degrees right now in

meyersville and pylesville we're coming in at 27. so temperatures above average. that trend will continue as we go through time. maryland's most powerful radar is dry right now and that's going to stay dry as we go into the afternoon and we're also going to begin to get some sunshine in the forecast. so the clouds around this morning, we will decrease them as we go throughout the day. the high temperature coming in at 42, but we are going to be breezy, so it will feel more like we are in the 30s. bundle up. let's get a check now of the abc 2 time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. we are dealing with a crash in baltimore county. it's right on glen oak avenue at park drive. definitely expect delays in the area. if you're heading out to the west side of the beltway, there's a three-minute delay right now on the outer loop from 795 down to 70. the average speed clocking in at just 33 miles per hour. heading over to parkville, this is what the beltway looks like at harford road. inner loop, outer loop nice and clear, but that outer loop is starting to pick up, not affecting your drive times. just 11 minutes right now from 95 up to 83. we do have a water main break right near towson town center.

it's going to be on delaney valley road at fairmount avenue. lane blockages are possible, but no significant delays, traffic getting by. you're taking a live look up in hunt valley, 83 at schwann road. you won't have any trouble traveling from the maryland/pennsylvania state line down to the beltway and it will remain nice and clear as you get onto the jfx and head downtown. that's a look at your abc 2 news time saver traffic. megan and charley, over to you. breaking news out of owens mills. police are investigating a homicide scene at chasely apartments. a woman has been confirmed dead. abc 2 news' sherree johnson is live on the phone right in and out. set the scene for us. what are you seeing this morning? >>reporter: basically right now, charley, we are seeing several police cars out here at chase lee apartments in owens mills. they are basically securing the area in front of the apartment complex. right now baltimore county police are investigating a homicide. here's what they're telling me, about 10:00 last night they received a call for a domestic disturbance. when they arrived here at the

apartment complex, they say a door was locked, there was no answer but they could hear moving around inside the apartment. they say the tactical unit was call inside to kick in the door and make spriway into the apartment. -- entryway into the apartment. once inside they found two small children and they found the body of a female woman who had been killed. so far they do not have a suspect in this case, but they are investigating. again, officers are investigating a homicide here in owens mills at the chase lee apartment complex where the body of a woman has been found. that's the scene here in owens mills, now back to you in the studio. >> abc 2 news' sherree johnson is live there at the scene in owens mills. sheree, if you could real quickly, we've been going at this for 6 1/2 hours with police there, what are they saying for any possibilities in the length of delay and why they don't have a suspect in custody just yet if this was domestic? >>reporter: well, when they received the phone call, they received the phone call as a domestic disturbance, like there was fighting going on. so they're still looking for the suspect to see what exactly happened here.

but they said once they arrived there, no one but the two small children was in the apartment. >> abc 2 news' sherree johnson on the scene. thank you so much. well, you can be the first to know about breaking news just by downloading abc 2's free app by texting wmar 46988. and we'll get you taken care of. new this morning, baltimore is on the path to financial ruin. that's according to a new report due out today. and abc 2 news' linda stow is here with more on what the report reveals. and once again, linda, it appears like all of this just comes right down to dollars. >>reporter: and a lot of money at that. it shows if drastic measures aren't taken, it won't be long before the city goes bankrupt. the associated press obtained a 10-year financial forecast ahead of its release to the public today. it shows the city will accumulate a $745 million budget deficit over the next decade pause of a growing gap -- because of a dproaing gap in how much the city earns and how much it spends. that deficit would be even bigger at $2 billion if you

factor in what the city needs for infrastructure repairs and retiree healthcare benefits. according to the report, if the city does not enact major reforms it, will go bankrupt. the 10-year forecast was commissioned by the city from an outside firm in philly. mayor rawlings blake is expected to propose financial reforms next week based on that report. linda stow, abc 2 news. it was a party bigger than anything we have ever seen. more than 200,000 people gathered to celebrate the super bowl champions, the baltimore ravens. you better believe, though, a big story was traffic congestion. it caused huge delays. in fact, the players, the coaches, the lombardi trophy, that's why they were late to start the parade in the first place. they finally made it to the start of city hall where things kicked off and with the help of the maryland national guard, things got moving. the team rolled through the city, sharing the excitement with those cheering fans. they were greeted by even more fans at m and t bank stadium. , a celebration fit for champs with some really unforgettable

he had a danceoff with teammates, but nobody can dance as good as ray. >> there's ed reid right there, there's jacoby jones, he got to dance with ray and now he's dancing on the cover of sports illustrated. here's a sneak peek. that cover shows jones returning the kickoff in the second half 108 yards for the touchdown. instead he said he felt almost like calling that return when asked about it yesterday. the headline says fear the bird, revere the bird. other ravens stars dwraised that cover in the past few weeks have been joe flacco, john harbaugh and ray lewis. there's still many unanswered questions about that blackout at the super bowl. many people want some answers. according to an energy company, an independent third party will be hired to investigate the incident and the company that manages the superdome. the 35-minute outage during super bowl xlvii set off a storm of speculation about a possible cause. this is a pretty big embarrassment, though, for the city of new orleans. the nfl says it probably won't keep the city from hosting another big game. this probably comes as no

surprise to you. you're spending more on your pay check on gasoline. the energy department says we pumped about 4% of our income into our gas tanks last year. the national average for a gallon of gas now sits at $3.53. that's up 17 cents from just a week ago, and, remember, we just had $40 taken out of our pay checks recently, so sort of a double whammy when you consider it. so with all that money you're spending while filling up, here's some tips you can do to save while at the pump. first, slow down. the higher the speed, the more fuel your engine burns. then pump up your tires. deflated tires increases friction and decreases fuel efficiency, also lighten up just a bit. we're getting worse with our gas mileage when you've got junk in the trunk, but we mean literal junk in the trunk. you may want to smooth things out a little bit. also accelerating and braking unnecessarily is a downer on your gas tank, and finally, turn it off. don't just sit there and idle. if you're in your car for more than 30 seconds, turn the car

as we head into monday. let's get a check now of the abc 2 news time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. we do have several accidents across the region. trouble in howard county where there's a crash right on waterloo road at stone river parkway in ellicott city. in baltimore county, we're still dealing with a crash on glen oak avenue at park drive. if you are heading out to the beltway, there's a lot of congestion starting to pick up here on the northwest corner at old court road. it's going to take you an extra five minutes right now on the outer loop from 795 down to 70. average speed, though, clocking in at just 27 miles per hour. and it's also here in parkville at hartford road. do expect a political slow ride as you travel that outer loop up towards providence road. megan and charley, over to you. want to show you this video quickly, this is off the coast of maui. some canoers got a big surprise. that splash is of a humpback whale. because of the disparity between the coo into and the buoys and the whale, they did not tip over. they got some great video and one big scare >> that is a whale tail.
